| 摘 要： | 由于文化传统、高等教育体制以及高等教育质量观的差异，各国高等教育评估制度模式及其实践特征也不尽相同。自20世纪80年代以来，随着高等教育管理体制改革的深化，市场主导力量的增强，以及高等教育质量管理理念和技术的更新，各国高等教育评估制度呈现出渐趋共性的发展特征，主要表现为政府职能的转变、中介组织的建立、评估方法与技术的更新，以及评估结果的合理应用等方面。
