高速公路收费制度的效率分析

摘    要:以政府征税的转移损失为核心概念 ,通过对不收费制度和收费制度的效率进行分析 ,认为政府行为所引致的转移损失是解释收费制度效率和收费制度长期性的关键变量 ,只有当政府征税的转移损失比较小时 ,所有的高速公路才可能完全由政府依赖税收筹资修建。当然这只是一种理想状况 ,现实中政府人格和行为的复杂性决定了收费与否和如何收费是比较复杂的

Abstract:Based on the key conception of transfer-cost due to governments' tax-collections, this article has studied the performance of charge-institutions of expressways. The basic conclusion is that the conception of transfer-cost is the key variety which can explain the performance of charge-institutions, it also foretells that the charge-institution will exist for a long time. Only while the transfer-cost is not so large, it is economic that expressways can be supplied by taxation. Given the complication of governments' nature and behavior in reality, the performance of all kinds of charge-modes is also complex.
