宁波市招标投标管理体制创新研究

宁波市现行招标投标管理体制存在着“多头管理”、“同体监督”、“人为因素”等五个方面的问题。为实现招标投标的法制化、规范化、科学化，建议采取设立全市招标投标监督管理局，统一管理，强化监督；成立全市招标投标协会，为依法、规范、优质、高效招标投标构筑保障；加强工程招标投标工作后续监管三项措施。

The Reform of the Bid Management System in Ningbo

There are some problems with Ningbo＇s present bid management system, such as ＂disunified management＂, ＂supervision by itself＇ and ＂man-made factors＂. It is suggested that the Ningbo Bid Supervision and Administration Bureau be set up to execute uniform management and strengthened supervision, the Ningbo Bid Society established to ensure legal, sound and efficient bidding, and the supervision over the follow-up work of the project should be enhanced. All these measures are intended to to make the bidding proceedings go scientifically within the frame of law.
