我国油田技术效率与影响因素的实证研究

摘    要:采用三要素超越对数式随机前沿生产函数对我国19个油田2001—2004年12个时期的技术效率进行了计量。详细讨论了要素的计量并提出了基于复合经济折旧的永续盘存资本计量方法。计量结果表明,我国油田近年来的技术效率平均仅为0.61。归纳了4大类影响技术效率的因素并进行了回归分析。分析结果表明,管理水平是目前影响我国油田技术效率的最重要的因素,其次是治理结构与技术人员比例,而勘探技术进步与成本技术进步对技术效率的促进作用非常微弱。最后,给出了一些提高油田技术效率的战略建议。

Abstract:The measurement of technical efficiency and influencing factors of 19 Chinese oilfields during the 12 periods of 2001 - 2004 are investigated based on the stochastic frontier production functions of three inputs translog. The measurement of key elements are discussed in detail, followed by the presentation of capital measurement methods of perpetual inventory according to compounded economic depreciation. The measuring results show that technical efficiency in Chinese oilfields is 0.61 in recent years. And then factors affecting the technical efficiency are classified into 4 large catalogues and are also analyzed in reverse methods. It is also concluded from the above analysis that the most important factor affecting technical efficiency of our oilfidd is the management level, followed by the ratio between governing structure and technical staff; but that explorative technology and cost control technology development have little impact on the technical efficiency. Thus, some strategic suggestions are given to improve oilfields technical efficiency in the end.
