| 摘 要： | 经济发展和社会福利都是社会发展的应有之义,两者的平衡只有在社会发展的整体框架中才能找到。构建中国的发展型社会政策不仅要重视具体的政策思路,更要坚持以公正为基础、以民主为手段、以自由为目的的社会政策原则。
