南岭山区“非宜居”村庄搬迁政策比较研究

南岭山区地处湖南省南部、广东省北部、江西省南部,人们俗称＂红三角＂。山区＂非宜居＂村庄的生活生产环境十分恶劣。规范有序地把南岭山区＂非宜居＂村庄农户搬迁到条件较好的地方安置是目前扶贫工作的一项重要内容。将湘南、粤北、赣南等地的搬迁安置政策进行比较研究,总结有益经验,寻找借鉴亮点,如合理界定＂非宜居＂的范围,如何进行＂集中安置点＂建设,报账制度的靠前扶持等等,便于统一建构南岭山区＂非宜居＂村庄的搬迁安置政策。
