| 摘 要： | 对江苏武进、海安、射阳新农保实施情况的调研和比较研究表明,三县基本实现了农村适龄居民的参保全覆盖;宣传方式多样,互动交流式宣传最为有效;＂捆绑缴费＂使享受待遇权利与履行缴费义务相对应;参保范围广覆盖。但武进新农保采用比例缴费制,而海安和射阳是定额缴费制;在经办服务效率上,武进是海安和射阳的两倍多;在待遇水平的满意度和信息的公开程度方面,武进、海安、射阳农民的评价则呈越来越低的趋势。基于此,提出转变宣传方式、发展农村经济、加强信息系统建设、落实村集体补助、全面公开并及时更新信息的政策建议。
