| 摘 要： | 泉州市将大学生纳入城镇居民基本医疗保险制度一年多来,运行实效总体良好。通过对泉州市六所高校的问卷调查发现,由于该机制的运行时间较短,大学生参保的积极性不高,高校医疗服务机构的作用也没有发挥出来,大学生的大病风险依然存在。对此,为进一步完善大学生基本医保制度,政府应加大公共财政投入,提高大学生医保待遇。高校应做好医保宣传,增强大学生的医保意识。同时完善高校医疗机构的服务功能。
