论执政能力建设中的高素质干部队伍

当前,许多学者纷纷发表诸如加强党的执政能力建设提高领导干部素质是关键之类研究文章,这些研究文章中普遍存在两个问题,一个是简单地把建设高素质的干部队伍理解为提高领导干部素质,另一个问题是过分强调干部队伍建设在党的执政能力建设中的重要性。笔者认为,要全面理解加强党的执政能力建设,就必须澄清这种认识上的偏差。

On High-Quality Cadre Troupe of Party''''s Administrative Ability Construction

At present,many scholars published abundant research articles such as the key to enhancement party's administrative ability construction is to improve the leading cadre quality.In these researches,there were two main problems,one was simply taking constructing the high quality cadre troop as enhancing the leading cadre quality;another question was to overemphasize the importance of cadre troop ability in party's administrative ability construction.The author believed that,to understand comprehensively on the construction of the party's administrative ability,we must clarify this kind of understanding deviation.
