| 摘 要： | 以信息熵理论为基础,引入Theil不均衡指数对模糊多因素、多层次综合评判法加以改进,按照评价数据的离散程度确定各评价指标权重,并采用优属度矢量模型得出部分国家高新区2003年发展水平的综合评判值。与定性方法相比,该方法提高了评价结果的科学性和合理性。评价结果显示,当前我国各高新区的发展水平差异明显,并呈增大的趋势。针对这一现实问题,文章结合国外经验,就高新区的“二次创业”发展提出了一些建设性意见。

| Abstract: | Based on the entropy fundamentals, the Theil Index is introduced to improve the method of multi- factor and multi- levelfuzzy comprehensive evaluation. Compared with the method of cluster analysis or expert' s experience, the Theil Index heightens theveracity and rationality of the evaluation results. Besides, also introduced is the method of the best solution model of optimalmembership degree vector and a conclusion of the status of China' s High- Tech Development Zones in 2003 is therefore drawn. Thestatus shows the increasing polarization between the zones. To solve the problem, the paper brings forward some constructivesuggestions for the Second- Time Pioneering of the Zones. |
