| 摘 要： | 城乡统筹发展是党的十六届三中全会提出来的战略决策，解决好“三农”问题是全党工作的重中之重。但是改变我国典型的城乡分割、城市乡村二元社会结构，形成城乡统筹发展的新格局，还有很多问题需要解决。
