| 摘 要： | 绝对的权力导致绝对的腐败,行政权力腐败对社会的文明和进步造成极大危害。行政权力腐败的因素很多,遏制腐败也必须从内部加强管理、外部加强监督和制约,从多方面监管约束行政权力。
