期刊评价的价值实现与社会认同

期刊评价在实现了为图书馆优化馆藏和为读者高效阅读两个原始功能后,受到了学术界的认同与青睐,实现了其存在的社会价值,随即派生出了为文献数据库建设选择来源期刊提供参考依据,为科研管理部门的学术成果评价提供参考,有助于期刊之间的合理竞争,促进期刊学术水平的提高.但在其功能被延伸到作为学术评价和科研绩效评定的唯一标准后,却遭到了前所未有的非议与批判,其社会认同度大大降低.让核心期刊的功能尽快回归其原始功能上,深化核心期刊研究,建立和完善科学的学术评价标准,是核心期刊自身发展和回应社会期待的迫切需要.

Value Realization and Social Approval of Journal Evaluation

After having realized the two original functions of optimizing library collection and helping the readers effectively retrieve information,journal evaluation was widely accepted and favored by the academic field.Hence,its social function was realized.Derivation functions were thereafter produced,such as providing reference for documentation database's selection of source journals,for science management department evaluating academic achievements,helpful for reasonable competition among journals and their academic improvement.However,journal evaluation faced unprecedented censure and criticism and enjoyed the lowest social approval when it was used as the only standard to evaluate academic achievements and work efficiency.Journal evaluation should go back to its original functions and the study on it must be further carried out.
