城镇化进程模式：从发达国家的实践论我国存在的问题

城市化包括两层内涵：农村景观转化为城市景观，农村文明转变为城市文明。西方国家城市化进程的实践表明两个层次的城市化都很重要。为了避免城乡文明的不对称发展以及在高速城市化条件下造成的城市问题，政府的行政干预发挥了重大作用，其间城市外围空间的多种发展格局为我国的城市发展提供了参考。由此看来，城市化应该保障内在与外在的统一，我国目前城市化中暴露出的诸多问题从发达国家的经验看可以避免，但相同问题仍在发生值得思考。

Urbanization process mode: Chinese urbanization problems from the perspective of developed countries' practice

There are two aspects for urbanization ： the change of rural sight into urban sight and the transformation of rural culture into urban culture. Urbanization practice in western countries shows that both aspects are worthy of state concern, thus government intervention should be activated to avoid urban-rural culture dissymmetry and urban problems brought about by fast urban development. The various patterns for city periphery space development and the unification between interior and exterior offer references for urban development in China. Drawing on developed countries＇ experiences, the problems that have appeared and are appearing in Chinese urbanization could have been avoided, which should be examined in detail.
