县域经济绿色发展模式探索

绿色发展是当前我国经济发展的主旋律,实现环境保护与经济发展协调推进将成为今后发展的方向。河南省西峡县作为我国中部地区的一个山区县,既没有沿海地区得天独厚的区位优势,也没有西部地区那样的优惠政策,却能够在农业、工业和旅游业上实现绿色协调发展,不仅较好地保护了环境,而且能够保持经济增长活力。采用案例研究的方法,对西峡县整个产业体系的发展模式进行总结提炼,认为合理利用自然资源、到位的环保宣传教育、优化农业生产结构、做强工业企业、按需发展旅游业等做法构成了西峡的发展模式。通过对西峡县发展模式的总结,可以为其他地区尤其是中部县域经济发展提供借鉴。

Exploration of green development model of county economy: a practice in Xixia County of Henan Province

Green development is the main theme of the current economic development in China. The coordinated development of environmental protection and the economic development will become the orientation of development in the future. As a mountainous county in the middle of China, Xixia County of Henan Province has neither regional advantage nor preferential policies in the western region, the green coordinated development in agriculture, industry and tourism are realized, not only is the environment protected better, but also is the vitality of economic growth maintained. Using the method of case study, the whole industrial system development model of Xixia County is summarized and refined. It is considered that the development model of Xixia County is constituted by the practice such as using the natural resources reasonably, environmental protection publicity and education, optimizing the structure of agricultural production, strengthening the industrial enterprises, the development of tourism on demand. Through the summary of the development model of Xixia County, some reference can be provided for other regions, especially the economic development of the central counties.
