试论水利现代化

要实现水利现代化,提高管理水平,首先必须树立水问题的现代观念,树立人与自然和谐的可持续发展观念,坚持水资源的可持续高效利用和有效保护水资源。其次,要用现代化的水利装备和科学化、信息化的水利管理服务于国家经济社会发展全局,坚持依法治水和科学治水,改革水利发展的机制,完善水资源管理体制,坚持统筹兼顾,协调好安全与发展、防洪与抗旱、开发与保护以及水资源的优化配置,以期正确解决我国面临的洪涝灾害、干旱缺水、水污染严重和水土流失四大问题,实现人与自然和谐相处,依靠科技进步推动水利现代化和水利管理能力。
