新阶段我国贫困与反贫困策略

我国已进入了以工促农,以城带乡的发展新阶段,反贫困的任务更加艰巨,其主要原因是:自然条件恶劣,贫困人口集中,贫困程度更加严重;资源缺乏,基础设施薄弱,生态脆弱,环境恶劣,灾害频繁;人口、资源、环境与社会等方面缺失并存,形成了贫困地区发展中难以突破的恶性循环。创造机遇、促进赋权、增强安全保障,加大对贫困地区的投资,使其社会经济走出“低水平均衡陷阱”,推广以项目为载体的项目劳动扶贫模式等是新阶段的反贫困策略。

Poverty and the Strategy of Anti-poverty in New Stage in China

China has entered into a new stage of accelerating agriculture with industry and promoting rural areas with cities.In the stage,the tasks of Anti-poverty are more difficult than that in the past.Its reasons are as follows:(1)Bad natural condition,the concentration of the poor population and the serious poverty level;(2)Lack of resources,the weak infrastructure,vulnerable ecology and environment system and the frequent disasters;(3)A vicious circle during the development of the poverty area was caused by the coexistence of the system lack of population,resources,environment and social economy.Based on the above reasons,the paper puts forward the detailed strategies of anti-poverty,that is to create opportunities,adjust the existing structure of the property rights,enhance the security insurance,enlarge the investment to the poverty areas and take the model of helping the poor area by project,so as to make the social economy of the poverty areas going out of the "low level balanced trap".
