“一国两制”、澳人治澳、高度自治，这既是一种方针，更是一种相互担当的承诺。在“一国两制”的前提与基础上，通过澳人治理澳门，建设澳门，发展澳门，形成澳门特色，这是建设中国特色社会主义的题中应有之义与有机组成部分，事关澳门的前途。应当在善治澳门的基础上，处理好“两种制度”的关系，谋取全局以及提升澳门人的整体素质，在培育“新澳门人”上下功夫。
