| 摘 要： | 上海的最低生活保障线始于1993年,目前已覆盖全市居民。最低生活保障线可以视为一种贫困线,公平、效率和公众参与是评价其优劣的重要标准。最低生活保障线在上海的发展与其建设小康社会同步,其中面临的具体问题不少。因此,社会工作和社会福利的理论和实践工作者应该研究在上海推行不同贫困线模式所及的责任、资源和服务等细节,并应该进一步探讨借助整合模式应对各类贫困问题的基本思路。

| Abstract: | Security line for minimumsubsistence for Shanghai,established in1993,has covered all citizens of this community.The line is one measureof poverty,and equity,efficiency and citizen participation should be applied to evaluate its effect.Some problems occurred to Shanghai during the developmentof security line for minimum subsistence.Thus it is necessary for professional workers in social work and social welfare to explore the responsibility,resources and services of government,marketand other details in Shanghaiin order to find the possibility and feasibility of different poverty lines for this community. |
