社会管理创新之理念研究

社会管理创新主要体现为观念创新和制度创新,其中观念创新是前提,制度创新是保障,观念创新为制度创新提供思想指引和理念保障。因此,提高社会管理创新水平离不开理念的创新。在依法推进社会管理创新的新形势下,应当树立以人为本、法律至上、能动司法、矛盾化解理念,这对于保障社会管理创新顺利进行,建立中国特色社会管理体系具有举足轻重的作用。

On Innovation of Social Management

Social management innovation is mainly embodied in the conceptual innovation and systematic innovation, the former being the precondition, and the latter the guarantee ; the former providing thoughts and idea for the latter. Thus im- proving the level of social management innovation should concentrate on the innovation of idea. Under the new situation of advancing the social management innovation, to establish the ideas of putting people first, granting law with the supreme power, adopting judicial activism and attaching importance to solution of contradictions will play an important role in social management innovation and in the building of the socialist system of social management with Chinese characteristics.
