| 摘 要： | 公平是公共政策的核心价值,利益整合是公共政策重要功能。公共政策存在某种程度的公平价值缺失和偏差是我国目前利益冲突、利益失衡的主要原因。应在公共政策的整个过程中贯彻公平的价值观,制定有利于公众享受到权利、规则、机会、分配公平的公共政策体系并有效实施,以达到利益整合的目的。

| Abstract: | Equity is the core value of public policy and interest integration is the important function of public policy.The author considers that the lack of fair value of public policy to some degree is the main reason of interest conflict and interest imbalance of our country at present.It is then pointed out that the aim of interest integration can only be achieved by establishing fair public policy system,carrying through the value of equity in the whole process of public policy implementation,and constituting public policy which public can enjoy fair and equal right,rules,opportunity and distribution. |
