Shared Governance in Communities: Using Study Circles to Put Citizens at the Center of the System

Abstract:This article describes four communities where citizens and government are participating in a dialogue and action process called ldquostudy circlesrdquo. Together, the organizers, citizens, and public officials of these communities are beginning to recognize the potential benefits of sharing the decisions and tasks of governance.
