| Abstract: | This article discusses in brief the NPOs in the following respects, the conception of NPOs, the reason for its coming, and the process of its development. The analysis holds the that relationship between NPOs and government is cooperative and complementary. Thus the conclusion is that the NPOs' development is of vital importance in the crucial period of China's transformation. |
