| Abstract: | During the period of the Beiyang Government,natural disasters happened widely in Hunan every year,especially floods and droughts.The frequent natural disasters were not only the bad consequences of the social unrest and the economic recession,but at the same time,they had a far-reaching impact on the social development of the Hunan,triggering a series of social problems. |
