发展农业产业风险投资引导基金的思考

发展农业高新技术是提高农业生产力水平的决定性力量。风险投资对于农业高新技术产业化具有十分重要的作用,但我国当前风险投资行业中投入到农业产业的资金很少,且主要集中在扩张期和成熟期的农业企业,出现了一定程度上的＂市场失灵＂。农业产业风险投资引导基金属于政策性基金,由政府、国有控股、国有独资公司通过出资形式组建。引导基金为涉足农业产业风险投资领域的民间资本提供一定比例匹配杠杆资金,从而吸引民间资本投入农业产业、完善农业产业化融资体系并修正＂市场失灵＂。农业产业风险投资引导基金可采取参股组建混合基金、跟进投资以及融资担保等三种方式发挥引导作用。

The leading fund could develop in three ways, including： establishing hybrid fund with investors from private sector,making follow-up investment and offering financing guarantee.
