摘    要:从经济水平、事业科创、社会文化、生活保障四个维度,结合县域经济的特点,构建县域人才环境竞争力评价指标体系,运用因子分析和聚类分析的方法评价与分析浙江省84个区县市。通过因子分析得出各区县市人才环境竞争力的综合排名与评价,发现浙江省各区县市人才环境竞争力呈现北强南弱、东强西弱的总体格局,各地市内区县市间也存在较大的差异性。通过聚类分析将竞争力形态较为相似的区县市归类并总体分为的四种类型。基于两种分析的结果,提出了若干建议:建设人才环境竞争力提升示范区、推进协作发展、实现优势互补、加强适时监测评价等,依托浙江省高质量发展建设共同富裕示范区的政策优势,促进地区人才环境竞争力共同提升。

Abstract:The paper aims to construct the evaluation index system of the competitiveness of county-level talent environment from the four dimensions, i.e., economic level, career and innovation, social and culture, and living security. Then using factor analysis and cluster analysis, the paper works out the rankings and evaluation of the competitiveness of the talent environment of 84 districts, counties and cities in Zhejiang Province. It is found that the competitiveness of the talent environment of the districts, counties and cities in Zhejiang Province presents an overall pattern of strength in the north and east and weakness in the south and west. Large differences between districts, counties and cities in various regions do exist. Through cluster analysis, the districts, counties and cities with similar competitive forms are classified into four types. Based on the results of the two types of analysis, the paper put forward relevant thoughts and suggestions for improving the competitiveness of the county-wide talent environment in Zhejiang Province including building a demonstration zone for improving the competitiveness of talent environment, strengthening timely monitoring and evaluation, and promoting collaborative development to achieve complementary advantages, etc.
