The situation grassroots governance enables the territory to adopt classified response strategies, which leads to the universality of formalism as a response behavior to avoid risks and obtain benefits. We should regulate the relationship between departments, optimize the supervision and assessment methods, simplify the process management and other aspects of grassroots formalism, and promote the standardization of grassroots structure, the simplification of governance methods and the transparency of governance process.
