| 摘 要： | 依法治国的关键在于依法行政。当前我国行政执法中,无论是在适用法律上,还是在实体和程序上都有着诸多问题。要转变行政机关的执法理念,保障行政机关依法行政,必须确保合法行政、合理行政和程序正当。
