| 摘 要： | 经济全球化和区域经济一体化发展的结果之一是从城市空间向区域空间、城市竞争到区域合作转向的同城化模式的逐步形成。在资源分配、治理对象、治理功能等领域，行政区行政、法律支持孱弱、公民参与不足、区域协调弹性过大，凸显了其碎片化效应。本文运用协同理论，基于整体性治理逻辑，提出了建立跨区域治理的合作组织、形成区域政府合作的利益协调机制、强化协同治理的政府信任机制、拓宽有序的公民参与机制、完善复合型监管机制等同城化语境下区域政府合作治理模式。

| Abstract: | As a result of the development integration, The urban integration mode has graduall economic globalization and regional economic y formed from the city space to regional space, and from urban competition to regional cooperation. In the space of allocation of resources, government object, government function, the district administration obstacles, legal support weakness, lack of citizen participation and regional coordination elastic highlights the cities＇ synchronization effect. Using the collaborative theory, based on integrity management, the paper puts forward some urban integration mode, such as the vast-region cooperation organization, the co-operation of the interest coordination mechanism, strengthening the cooperative governance government trust mechanism, citizen participation mechanism, perfecting supervision mechanism, and so on. expanding orderly |
