| 摘 要： | 自然灾害下住房权保障是人权领域中的一个重要问题。根据自然灾害下住房权保障的国际法律框架，自然灾害下的住房权保障应该遵守最大努力原则、比例原则、不歧视原则和照顾弱者原则，国家负有尊重、保护和实现义务。为了加强自然灾害下的住房权保障，国家应该从完善立法、严格执法和公正司法三个方面健全国际标准的国内执行机制。

| Abstract: | It is an important issue disasters. Accordingtothe international bytheprincipleofmaximumefforts （for it） in the field of human rightsto secure people＇shousing rightunder natural legal frameworkfomatural disasters, security of housing rightshould abide , of proportionality, ofnon - discriminationandofcaring for the weak. The state government has theobligation to respect, protect and fulfill its own duty. In order to strengthenthesecurity of housing rightunderthenatural disaster, thegovemmentshould complete legislation, enforcethe law strictly and en-surejudicialimpartiality, perfecting domesticenforcement mechanismsin line withinternational standards. |
