民族地区文化大发展大繁荥及其背后的理念之坎

当前我国民族地区文化发展中存在三层面的突出问题：国家层面上，西部民族地区文化发展整体滞后于东部地区；民族地区层面，文化发展也落后于经济发展；而民族文化发展本身又出现了民族特性弱化的倾向。这三个层面背后的共同诱因是文化发展的理念出现问题。为之，民族地区不仅要从国家民族整合、维护国家稳定等观念结构方面，而且也要从发展文化产业、文化事业、注重民族性、培养主体性等实践操作方面跨越理念之坎。以此推动少数民族文化大发展大繁荣，对于民族地区社会发展及其文化自觉具有深远意义。

The Cultural Development and Prosperity in the Ethnic Minority Regions andthe Problems in Conceptual Development

The development of culture in ethnic minority regions meets problems at three levels： from the perspective of the country ： the development of socialist culture in the West of China lags behind that in the East ; from the perspective of ethnic minority regions： the development of socialist culture lags behind that of economy in the same area; and from the development of ethnic minority culture itself： there is a tendency of self-weake- ning. Behind the three levels of common incentive lies the problem of conceptual change. Therefore, the devel-opment of socialist culture in ethnic minority regions should step over the barrier for concept change not only in the structure of ideal, such as the national integration and safeguard national stability, but also in the aspects of practice, such as the development of cultural industry, cultural undertakings, ethnicity and the strengthen of eth-nic group. It is of great significance to promote greater development and prosperity of culture and cultural con-sciousness by solving the problems related to conceptual development.
