| 摘 要： | 在我国工业化、城市化建设过程中,失地农民问题日益凸显出来并在一定程度上影响了社会稳定。解决失地农民问题,必须在思想上确立统筹城乡发展的观念,切实强化保护农民权益的意识;要将保护农民权益的政策转化为法律、法规制度,建立有效的农民就业培训机制,增强农民就业能力,加快建立失地农民的社会保障体系建设,将失地农民纳入社会保障范畴。
