陕西省山川秀美工程建设存在的问题及相应对策

摘    要:通过对国家批准的 3 4个示范县山川秀美工程建设进展情况进行调查、分析 ,指出了山川秀美建设过程中存在的主要问题 :忽视生态优先原则 ,经济林比重偏大 ;植被建设布局欠合理 ,重林轻草现象普遍 ;科技成果组装配套和推广乏力 ,造林成活率、保存率低下 ;苗木基地建设相对滞后 ,苗木生产结构不尽合理 ;退耕还林 (草 )项目区分散 ,工程建设进展不平衡等。针对上述问题提出了调整苗木生产结构 ,发挥科技支撑作用 ,建立示范样板 ,发展特色农业等相关对策。

Abstract:Through investigation and analysis of 34 demonstration counties for returning trees and grasses on tillage, problems in the process of vegetation restablishment were suggested,such as ignoring ecology priority and the proprotion of ecomomic forest was larger than that of ecology forest, the pattern of vegetation establishment was irrational and more attention was paid to forest than grasses, the application and extension of science and technology achievements was short of force,and afforestation survival rate and preserving rate ware low, nursery construrction of seedling productions was unreasonable, the projects for returning trees and grasses on tillage were scattered and their procession were not coordinate,etc.Some countermeasures and suggestions were advanced as followings: adapting structure of seedling production, giving more attention to Sci tech support, building demonstration areas, developing characteristic agriculture and so on.
