上海郊区新城建设状况评估

目前，上海郊区新城建设步伐进一步加快，但建设进展参差不齐；新城功能培育受到普遍重视，但尚无功能真正健全的新城出现；各大新城都在力求实现其城市基本定位，但发展态势表现不一。新城建设中出现一些共性问题，如未能充分体现“紧凑型城市”规划理念、聚焦重点建设不足、产城融合程度尚不理想等。上海应努力克服当前存在的共性问题，认真回应新城建设中的迫切诉求，进一步提升认识、聚焦重点、有序推进，推动郊区新城真正成为面向长三角地区、强化和拓展上海城市功能的市域城市群。

The Condition Evaluation for New town construction in Shanghai Suburbs

The investigation shows that the pace of Shanghai suburbs construction accelerates further, but the progress is uneven. Although great attention has paid to nurturance of the new town, there is no real sound function new town. New towns strive to achieve the basic orientation of the city and show different development trends. There are some common problems in the construction of new town ： The planning concept of compact city is not fully reflected. Not enough attention has paid to key construction. The integration of industry and new town isn＇t ideal. Shanghai should overcome the common problems, response to the urgent demands of new town construction seriously, further enhance cognition, focus the key, advance in order and promote the new town to grow into the urban agglomeration in city which can strengthen and expand the function of Shanghai to Yangtze River Delta region.
