基于区域合作的长三角城市创新体系

长三角城市要进一步提升竞争力,就必须在优势互补和利益共享的前提下不断强化合作协同机制,持续完善基于区域合作的城市创新体系,从而有效推进"创新驱动、转型发展"的城市发展战略,有力提升城市产业层次和发展潜力。要充分考虑城市创新体系之间的内在关联性、区域科技资源布局的"根植性"、技术能力的非流动性、技术溢出的"空间局限性"等条件,通过强化制度创新、组织创新等途径,优化整合本地创新体系内外创新要素,针对企业、高等学校、科研院所、中介服务组织和政府机构等不同的创新主体,不断完善和更新配套政策举措和实施办法,促进基于区域合作的城市创新体系日臻成熟。

Research on Urban Innovation Systems in Yantze River Delta Based on Regional Cooperation

According to the guidelines of innovation-driven and transformational development strategy, in the background of regional integration, this paper makes great efforts to the research on urban innovation systems in Yantze River Delta based on regional cooperation. Firstly, this paper probes into the concept of urban innovation system in Yantze River Delta. Secondly, it examines the status quo of such urban innovation system. At last, it tries to formulate some countermeasures in order to enhance the new round of urban development in Yantze River Delta.
