对"赶超战略"的再认识——以"建设创新型国家"为背景

在全国人民沿着新型工业化道路,努力建设创新型国家的背景下,有必要对20世纪50年代我国选择的以优先发展重工业为特征的“赶超战略”进行回顾。“赶超战略”和“比较优势战略”重要的差异之一在于技术路线的选择。在特定历史条件下选择的“赶超战略”也许可以在完成自己的历史使命后淡出人们的视野,但基于独立自主、自力更生思想而凝练出的不畏艰难险阻、争当世界一流的“赶超精神”永远不会过时。在全球化时代建设创新型国家,尤其需要珍视这种精神。

A Re-understanding of the "Surpassing Strategy"——Based on "Building a Innovative Nation"

As the whole nation in China follows the road of new industrialization and exerts their efforts to build an innovative nation,it is a necessity to look back on the "surpassing strategy" in the 1950s featured by giving priority to developing heavy industry.The major difference between "Surpassing strategy" and "Comparative advantage strategy" lies in the choice of technological line.The "surpassing strategy" chosen under the specific historical condition may die out of people's horizon after accomplishment of its historic mission.However,the "spirit of surpassing",i.e.the spirit of braving hardships and dangers and striving to be the first in the world,condensed from the thought of maintaining independence through self-reliance,will never be out-of-dated.In the global era of building an innovative nation,such spirit should be cherished.
