政府在增加农村公共产品供给中的职责定位

农村公共产品具有一般公共产品的特征,政府有责任、有义务为广大农民提供基本而有保障的公共产品。长期以来我国采用城乡分割的二元化的公共产品供给体制,政府在农村公共产品的提供上都没有发挥应有的职能,致使农村公共产品严重不足。在建设社会主义新农村的背景下,增加农村公共产品的供给成为当务之急。分析了政府在增加农村公共产品供给中应承担的主导作用、监管职责、统筹规划职能、扶持职责和法律保障职责。

On the Government''''s Duty in Increasing the Supply of Rural Public Goods

The supply of rural public goods which are non-competent and non-exclusive should be the duty of the government.For a long time in China,the government has adopted different policies towards the urban public goods and rural public goods.While the government provides most of urban public goods,rural public goods are supplied by farmers themselves.Against the background of building socialist new countryside,increasing the supply of rural public goods has become an urgent task.Government should fulfill its duty as the major supplier and a supervisor so as to make overall planning,help the rural cooperative organizations and provide legal guarantee in fulfilling the task.
