辽宁人才环境建设对策研究

摘    要:利用所设计的"辽宁人才环境建设调查问卷",对辽宁省九个市地就辽宁省人才环境建设进行了大样本调查,针对调查所得的结论,从辽宁省的实际情况出发,提出了辽宁人才环境建设的相应对策措施,包括树立科学的人才观,营造宽松的充满生机与活力的社会人文环境;建立和完善规范的人才市场体系,加快人才资源的市场配置;转变选人、用人、育人机制,营造人才实现自身价值的创业和发展环境;转变教育重心,注重培养两高(高层次、高技能)人才;建立健全以鼓励劳动与创造为目的的激励保障机制等。

Abstract:Based on the questionnaire designed to survey how to form an appropriate environment to nurture talents in Liaoning, which have been answered and returned from 9 cities, some measures are proposed to take as follows with Liaoning's actuality taken into consideration. Adopt a scientific outlook on talents to form a relaxed socio-humanistic environment full of vitality and vigor. Establish and perfect a normalized talent market to expedite the allocation of talent resource via the market. Change the engagement/recruitment and maturing mechanism of talents to allow them to realize their self-value and start business. Transform the focus on education to pay more attention to both high-level and skilled professionals. Establish and perfect a social incentive-security mechanism with the purpose of encouraging labor and creation.
