信访作为农民利益表达渠道存在的问题及消解路径

信访是农民重要的利益表达渠道之一,因信访的间接性、信访现实运行中的政绩观错位、信访协调性的缺失及信访执行权力的缺位使信访在表达农民利益过程中出现一定问题。为了维护农村的稳定,促进农村和谐,实现、维护和增进农民的利益,保障农民利益充分表达,必须主动下访,了解农民原生态利益表达要求;积极利用电子信访,降低农民利益表达成本;加强信访协调,提高农民利益表达效能。

Problem with the Peasants' Petitions and Visits as Channel of Benefit Expression, and Solutions

Petitions and visits from the peasants is one of their major channels of benefit expression. Yet due to the indirection of it, the misplacement of the view about political achievement, the lack of coordination, and the absence of administrative power in practice, the peasants always run across a lot of difficulties in their benefit expression. In order to ensure stability in the countryside, promote rural harmony, realize and protect and increase the peasants＇ benefit, and guarantee the sufficient expression of the benefits of peasants, government officials have to go down and make frequent visits to the countryside so as to learn the peasants＇ truest benefit expression; meanwhile electrical petition is worthy of generalization to lower the cost of the peasants＇ benefit expression; and coordination has to be enhanced to improve the effectiveness of benefit expression.
