| 摘 要： | 科学发展观是对于中国特色社会主义发展道路的科学概括,是对于中国社会主义现代化建设客观规律的科学认识,是全面建设小康社会和构建社会主义和谐社会的指导思想。科学发展观高扬了“以人为本”的价值旗帜,坚持了以发展作为党执政兴国的第一要务,体现了发展的科学辩证法,反映了实现人与自然和谐相处的客观要求,为实现社会和谐指明了道路,奠定了基础。
