摘    要:在我国行政管理法制化过程中 ,一些单位出现了人才外流的现象 ,这直接影响到行政效率的提高。如何才能更好地吸引人才 ,留住人才 ?笔者借鉴人本主义的思想 ,联系行政机关实际 ,提出以行政管理人本化作为法制化的补充 ,从而有效地解决人才外流的问题 ,提高行政效率 ,推进政府机构改革的顺利实施

Abstract:In the process of legalization of administration in our country, there has appeared brain drain in some departments, which has directly blocked the improvement of administration efficiency. How can we attract and keep personnel more effectively? The writer of this paper puts forward the view of humanization in administration as a supplement to legalization based on the idea of humanisticism and the real situation in the present society, in order to control brain drain, raise the efficiency of administration and push forward the reform of government departments effectively.
