用科学发展观指导重庆市涪陵区农技推广体系建设

通过对重庆市涪陵区农业技术推广体系的机构设置,人员配备、经费保障,办公条件等现状及影响的主要因素进行认真剖析,结合我国现行的法规和学习践行科学发展观的要求,阐述了涪陵区农业技术推广体系建设的主要任务是:理顺体制,合理设置机构;创新机制,拓展服务,为农业产业化生产服务;明确职能,强化保障措施落实;优化农业技术推广队伍,提升人员素质;完善农业技术推广服务网络体系,逐步建立区、乡(镇)、村、业主(科技示范户、专业大户等民办组织)四级联动农业技术服务网络组织.同时还提出了当前基层农业技术推广体系改革的政策性建议.
