短缺性人才资源的市场配置与行政调控机制研究

摘    要:我国短缺性人才资源呈现出数量短缺、质量短缺和结构短缺三个基本特点。由于人才市场机制不健全、社会的价值评价发生错位、培养机制不完善、传统的劳动人事管理体制的影响等方面的原因,我国短缺性人才资源市场配置出现了流失严重、分布失衡的困境。因此,必须把市场配置机制和行政调控机制有机地结合起来,构建一个动态均衡的长效机制,才能实现短缺性人才资源的科学配置。

Abstract:Shortage human resources in china presents three essential features: short of quantity,short of quality and short of structure.Because the human resources market mechanism is not perfect,the evaluation of social dislocation occurred;the raise mechanism is not perfect,and the influence of traditional work personnel management system and so on,china's shortage human resources' market disposition present the difficult situation of brain drain and unbalanced distribution.Therefore we must combine organically the market allocation mechanism and the administrative control mechanism,and construct a dynamic and balanced tong-term mechanism,can we realize the scientific allocation of shortage human resources.
