赵尚宽知唐州与王安石变法

赵尚宽是北宋著名循吏,一生政绩斐然。但目前学界对其人研究不够,尤其对其在唐州进行的农田水利建设的革新意义认识不够。据考,赵尚宽初任唐州知州为嘉祐二年(1057)七月,任满之年为嘉祐五年(1060)七月,再任岁满之年为嘉祐七年(1062)七月)。所修之赵渠在今唐河县西,非地方志谓之赵河。赵尚宽在唐州的治理措施是王安石变法的先声。深入考察其在唐州的治理措施,有助于研究、弘扬地方历史文化,纠正地方史志之失,深入认识熙宁年间王安石大变法的发生背景。

The Magistrate of Tangzhou,ZHAO Shang-kuan and the Political Reformation of WANG An-shi

ZHAO Shang-kuan was a famous official in Bei Song dynasty,the achievements of his official career was remarkable. The researches on him is very few,especially,the innovative meaning of his construction of water conservancy works in Tangzhou should be studied further. The research results show that the first term of ZHAO Shang-kuan's office in Tangzhou was from July,the second year of Jiayou( 1057) to July,the fifth year of Jiayou( 1060),the second term ended in July,the seventh year of Jiayou( 1062). Zhao canal constructed during his terms locates in the west of Tanghe county,now its name is Zhao river which is not recorded in local chronicles. ZHAO Shang-kuan's measures in Tangzhou was the preliminary of the reformation of WANG An-shi. The study of ZHAO Shang-kuan's measures in Tangzhou can help research on and promote local historical culture,correct the local chronicles,and understand the background of the reformation of WANG An-shi during Xining period deeply.
