和谐社会的发展与加强党的执政能力建设

构建社会主义和谐社会是我们党从全面建设小康社会、开创中国特色社会主义事业新局面出发提出的一项重大任务。加强党的执政能力建设是党的十六大和十六届三中、四中全会上提出的带全局性、根本性的重大课题,其本质内涵在于立足国情实际、从党所处的历史地位和时代背景出发,不断培养、提升党在执政实践中的谋略与决胜能力,为民族振兴和人民幸福创造坚实的基础。而和谐社会与加强党的执政能力建设之间的关联性则表明,和谐社会的发展是加强党的执政能力建设以及促进我国民主协商和实现善治的必然选择。

The Development of Harmonious Society and the Construction of Strengthening the Party's Ministerial Ability

To construct socialist harmonious society is an important task of the party under the condition of building well-to-do society and making new phase of socialist cause with Chinese characteristics. On the 16th congress of our party, the third plenary meeting and the fourth plenary meeting, the question of strengthening the party's ministerial ability was presented and it is surely a fundamental and crucial project. Its essential connotation is to continuously train and promote the party's ability in strategy and decision-making in the ministerial practice considering China's present condition, the historical status and the present age. Thus can strengthen the foundation of inspiring the people and making people happy. And the relation between constructing socialist harmonious society and strengthening the party's ministerial ability shows that constructing socialist harmonious society is the necessary choice of strengthening the party's ministerial ability and promoting democratic consultation and then realizing perfect ruling.
