| 摘 要： | 中小企业因为体制的灵活性在科技创新方面具有独特的优势,而科技创新政策的一个重要目标是引导和推动中小企业不断提高自主创新能力,充分发挥中小企业的创新优势。因此科技创新政策实施的效果如何成为各级政府关心的问题。本文构建了中小企业创新政策效应评价的"四力"模型,利用工业企业创新调查的数据,结合单因素方差分析的方法对江苏省中小企业创新政策实施的效果进行评价,最后对未来创新政策调整的方向提出建议。

| Abstract: | The policy on sci-technical innovation aims majorly to encourage innovation in SMEs(small and medium-sized enterprises) on the ground of their advantage of exclusive flexibility in systems.The policy effectiveness is a great concern for governments of various levels.After analyzing the collected data in SMEs,this paper makes an evaluation of the policy effectiveness and,on the basis of which,makes suggestions on the future policy-making. |
