财政金融支农政策对粮食价格波动的影响——基于中国1952-2009年的经验验证

粮食作为农业生产以及人民生活的一种特殊商品,其生产安全和价格稳定是治国安邦的头等大事,也是保障人民基本生活、构建和谐社会的前提条件。国内外的经验表明,政府的经济政策干预是防止粮食价格剧烈波动、维护粮食生产安全的重要手段。本文以我国1952-2009年的数据进行实证研究,结果表明:我国粮食价格除受通货膨胀、粮食产量、劳动要素投入、汇率等传统因素影响外,国家的财政金融支农政策也对其产生了强烈的冲击效应。基于此,本文最后对稳定我国粮食价格提出了相关的政策建议。

The influence of fiscally and financially preferential policy on agriculture over the fluctuation of food price: a study based on the agriculture in 1952-2009 in China

As food is a special commodity for agriculture and people’s life,its production safety and price stability are the top priority in terms of state affairs and national security,and a prerequisite for people’s livelihood and a harmonious society.The experience at home and abroad has proved that the intervention of economic policy is an important means of preventing the sharp fluctuation in food price and ensuring the safety of food production.In this paper,the data in 1952-2009 shows that the fiscally and financially preferential policy on agriculture in China in addition to some other factors such as inflation,food yield,labor,exchange rate has had great impact on the fluctuation in food price.The paper also gives some suggestions for the policymakers on how to stabilize the food price in China.
