英国的统治与威海卫的自杀现象

威海卫租借地内的英国当局了解到太多的中国人尤其是女性实施自杀.鉴于此,他们规定了民众有报告自杀的义务,教育大众及警察如何进行救助,并且采取了为自杀救助工作任命了一名负有特殊职责的医疗助手等措施.尽管清楚地知道在中国自杀所具有的社会意义,然而政府在解决引起自杀的原因上所做的努力却是有限的.尤其是在改变租借地内女性的生活环境方面,政府所做甚少,这是与其总的管理政策相一致的,那就是尽量不改变中国乡村的生活结构.地方法官在自杀问题的处理上表现出对中国法律的遵从,也是英国管理威海卫的这一总政策的部分表现.
