新桂系集团与广西侨务发展变迁关系研究

新桂系集团是南京国民政府时期著名的地方军阀,也是广西特有的优质侨力资源。该集团在其统治广西以及后来流亡海外期间,对我国(尤其是广西)侨务政策发展变迁都产生了重大的影响。本文梳理了以李宗仁为首的新桂系集团在统治广西期间,实施的招徕海外华侨回桂投资的政策及其影响。文章认为:新桂系在海外华侨社会中实施的招徕投资政策,在当时全国引领了地方侨务政策发展的新潮流,该政策所折射出来的"大侨务"思想以及"为侨服务"的立场,对当前中国—东盟区域合作背景下广西侨力资源开发利用具有积极的启示作用。

Neo- Guangxi Clique and the Development and Change of Affairs of Overseas Chinese from Guangxi

Neo-Guangxi Clique was not only a well-known local warlord-clique during the period of Nanjing National Government but a distinct resource of economic force of the overseas Chinese from Guangxi as well.During its ruling of Guangxi and its exile abroad,this clique had produced a noted impact on the development and changes of the overseas Chinese policy of China,and on that of Guangxi in particular.This article is intended for a detailed analysis of the policy for attracting investment in Guangxi from the overseas Chinese community and its influence,a policy enforced by Neo-Guangxi Clique with General Li Zongren as its head.This article has arrived at a conclusion that the above-stated policy by Neo-Guangxi Clique had initiated a trend in the development of local policy for overseas Chinese affairs at that time.The thought of "An Overall Affairs of Overseas Chinese" and the attitude of "Serve the Overseas Chinese" reflected from the Neo-Guangxi Clique’s policy is positive and enlightening to the exploitation of the resource in the overseas Chinese from Guangxi at present with the background of China-ASEAN cooperation.
