| 摘 要： | 以是否实现了或是否有利于实现三类“零增长”作为衡量可持续发展的标准不够准确。可行的判断标准应该是建立在与别的国家和地区的对比之上。用笔者设计的国际比较指标体系和比较方法计算出，中国处于可持续发展的第四层次，但各省市及东、中、西部的发展又有自身的特殊性和战略重点，存在较大差异。东部高于中部，中部高于西部。
